I'd go for Dario Argento.

His innovations in terms of using fever dream plotting, surreal environments, lighting and camera work, as well as his amazing set piece kills and pioneering electronic scores, are vital to the history of the genre and saw him ripped off by Carpenter and a lot of other American horror directors, many of whom took the Italian Giallo blueprint and used it to birth the first Slasher fad in the late 70s/early 80s.

Give me a poorly dubbed slice of Euro-horror over a limp lettuce teen horror offering any day!

Who's the best horror director ever?

I'm sure that some of the candidates for best horror director ever would include at least some of the following:
  • Alfred Hitchcock
  • John Carpenter
  • Stanley Kubrick
  • Roman Polanski
  • George Romero
  • Brian DePalma
  • David Cronenberg
  • Sam Raimi
  • Rob Zombie
  • Wes Craven

Apologies for anyone I've left off. Any thoughts?

And if you prefer not to choose just one, then who do you think are the best horror directors ever?
